Fostering collaborations and strategic research opportunities
Comprising representatives of each member party of the Defence Innovation Partnership, the Research Working Group provides insight and links into Australia’s research and development community.
The Research Working Group is responsible for advising the Defence Innovation Partnership Director about day-to-day research operations, participating in the evaluation of funding applications and advising and assisting the team on strategic research opportunities.
Dr Matthew Richmond (Chair)
Associate Director (DSTG Representative)
Matthew Richmond commenced as the Associate Director Defence Innovation Partnership office in July 2022; embedded as the Defence Science & Technology Group representative. Previously, he was the Group Leader Land Design & Analysis within the Joint & Operations Analysis Division, Group Leader Joint Organisation & Social Sciences and Group Leader Land Organisation & Management Sciences. Matthew completed a Bachelor of Science at the University of Tasmania in 1995 and a Ph.D. at the Research School of Chemistry, Australian National University in 1999. After 18 months as a postdoctoral fellow at the University of Ottawa in Canada, Matthew joined the Defence Science & Technology Group in 2001. He has completed postgraduate studies in Operations Research (UNSW @ Canberra) and Scientific Leadership (Melbourne University).
Since joining DST Group, Matthew’s research has focussed across a broad range of areas including preparedness analysis, fleet size analysis, development of prototype modelling and analysis tools, defining user requirements for decision support systems, complex decision-making, organisational adaptability and applying systemic design methods to future force design (particularly focussed on the impacts of new and emerging technologies).
Matthew has led on a number of analytical studies and campaigns supporting analysis of future land capabilities and has provided analytical support to the strategic centre including the Force Structure Plan 2020 and emerging technology ideation for Joint concept development.

Tony Kyriacou
Defence Partnerships Director – Flinders University
As the Defence Partnerships Director at Flinders University, Tony leads the university’s engagement with Defence and defence industry. Tony has worked across the defence industry for over 15 years, having previously worked in business development and workforce development at Defence SA, where he played a vital role in the state’s Air Warfare Destroyer bid and Future Submarine campaign.
In addition to his work in the defence sector, Tony has also worked on investment attraction and industry development projects in the ICT, advanced manufacturing and financial services sectors in South Australia.
Sebastien Hebert
Senior Manager, Business Development, Defence & Space – University of South Australia
As the Senior Business Development Manager at the University of South Australia, Sebastien is accountable for the identification and the development of strategic collaborative research and education opportunities for the Defence and Space sectors. With more than 15 years of public-private engagement in different universities and an education background in Science, Engineering and Business, his core strength is in his ability to develop trust and framework of engagement with a wide range of organisations, alongside translating opportunities into real projects.
Sebastien is working across many disciplines and Defence/Space related themes requiring expertise in Engineering, Information sciences, Physics, Telecommunication, Health, Materials sciences, Environmental sciences, Aviation and Human sciences. Further to his track record in the Defence and Space sectors, Sebastien has broad experience in other sectors including Manufacturing, Information Technology, Mining and the Environment.
Professor Michael Webb
Director, Defence and Security – University of Adelaide
As the Director, Defence and Security at the University of Adelaide, Michael is the single point of contact for all defence and security-related research and education opportunities. Michael is passionate about bringing academic, industry and Defence capability together, to enhance our collective ability to safeguard Australia’s security.
Michael holds a PhD in physics and has a career that spans across Defence research and development and academia. His research expertise is in communications and networking, over-the-horizon and microwave radar, signals and intelligence, and command and control. Before joining the University of Adelaide, Michael worked at DST Group for over 20 years. In 2006, Michael led a mixed military and civilian team to the Middle East Area of Operations to evaluate the effectiveness of the Australian Defence Force’s communications and command support systems capabilities. For this, Michael received at Australian Operational Service Medal.
Sumen Rai
Director, Defence Innovation Partnership
Sumen has spent over 15 years working at the intersection of science, technology, engineering, mathematics and social sciences. At the Defence Innovation Partnership , Sumen is responsible for engagement with industry, government and the research community, and strategic marketing and communications.
Over the past seven years, Sumen has worked at Defence SA focusing on the development of defence science and technology activities across South Australia’s priority areas such as cybersecurity, maritime technology and autonomous systems. She also helped develop the state’s aim to grow opportunities in the space sector.
As part of her work, Sumen has successfully fostered networks and communication channels between Defence, industry, universities and state and Commonwealth governments, and was responsible for securing funding from the South Australian Government for the establishment of the Defence Innovation Partnership.
As a former teacher and presenter of STEM education programs, Sumen has particularly enjoyed her work on events such as the NASA International Space Apps Challenge and GovHack which have enabled her to continue her long-held passion for inspiring the next generation of South Australian scientists and researchers.
